BRICS declares Lashkar, Jaish as global terror groups

BRICS grouping that comprises Brazil-Russia-India-China-South Africa, unequivocally named Pakistan-based groups, Jaish-e-Mohammad (JeM) and Lashkar-e-Taiba (LeT) as terror organisations. The declaration removed a key irritant in ties between New Delhi and Beijing and stepped up the fight against global extremism.

What the joint communiqué released at the ninth BRICS summit contains:

  • It expresses concern over the regional security situation and listed the Taliban, IS/Daesh, Al-Qaeda and its affiliates, including the Eastern Turkistan Islamic Movement, the Islamic Movement of Uzbekistan, the Haqqani network, Lashkar-e-Taiba, Jaish-e-Mohammad, TTP and Hizb-ut-Tahrir as sources of violence
  • The declaration also deplored all terrorist attacks worldwide, including attacks in BRICS countries, and condemned terrorism in all its forms and manifestations wherever committed and by whomsoever. It also underlined that there could be no justification whatsoever for any act of terrorism
  • It stressed upon the primary leading role and responsibility of states in preventing and countering terrorism. It also stressed on the necessity to develop international cooperation, in accordance with the principles of international law, which includes “sovereign equality of states and non-interference in their internal affairs”
  • The formulation adopted at the ninth BRICS summit would also strengthen the fight for banning terrorists and terror groups at the UN
  • The declaration also underlined the responsibility of all States to prevent financing of terrorist networks and terrorist actions from their territories and called for expeditious finalization and adoption of the Comprehensive Convention on International Terrorism (CCIT) by the United Nations General Assembly

Impact of the declaration on designating Masood Azhar as an international terrorist:

  • The Ministry of External Affairs stated that the declaration has been endorsed by all the BRICS leaders and hence has the approval and endorsement of all the countries
  • The BRICS declaration underscores a shift in China’s position on hyphenating India-Pakistan ties. In the past, Beijing has repeatedly asked for a “technical hold” in designating the head of the Pakistan-based JeM as an international terrorist in the United Nations Security Council 1267 committee, a move that seemed to reflect its special ties with Islamabad
  • China’s new role in the region, including the Shanghai Cooperation Organisation (SCO) leadership, has given it new responsibilities
